Provincial rules shape the architecture
Quebec's Law 25 is the strictest regime in the country and the one most likely to change a design: it requires privacy impact assessments before certain systems go live, explicit consent for automated decision-making, and disclosure when a decision was made without human involvement. PIPEDA applies federally, with British Columbia and Alberta running their own equivalents.
These are settled at design time rather than discovered at review. Where a system makes decisions about people, that means logging the reasoning, keeping a person able to override it, and being able to explain a decision in plain language months later.
